BRERETON AND RAVENHILL PARISH COUNCIL
Minutes of a Parish Council meeting held at the Parish Hall, Ravenhill Park, Brereton, on Tuesday, 16th July 2019.
Present
Councillors TA Jones [Chairman], Miss IJ Brown, Mrs DM Easton, Alderman R Easton, PA Fisher, Mrs W Fisher, Mrs G Harvey, JC Harvey, DR Johnson and GN Molineux.
Apologies for absence were received from Councillors K Ansell, Mrs P Ansell and Mrs L Johnson.
Mr PG Davies, the Parish Clerk, was also in attendance.
- DECLARATIONS OF INTEREST
No declarations were given at the commencement of the meeting.
- MINUTES
RESOLVED
That the minutes of the meeting held on 4th June 2019, be approved and signed as a correct record.
- POLICE
The Clerk circulated an email from the NPT Commander, Cannock Chase, outlining reasons for non-attendance of the Police at Parish Council meetings. In respect of the Police Office in the Parish Hall, the Commander confirmed that this was unlikely to be used primarily because of its lack of visibility to members of the public.
The Parish Council expressed its concern and disappointment that despite significant efforts to secure the office it was no longer required by the Police.
RESOLVED
That the Clerk seek formal confirmation that the office is no longer required and if this is the case, the Police be asked to return the keys, together with the security code.
- CANNOCK CHASE LOCAL PLAN
The Chairman had kindly prepared a copy of the Parish Council’s response to the Local Plan, a copy of which had been circulated.
RESOLVED
That the action taken be approved and confirmed.
- BRERETON AND RAVENHILL CANAL SCHEME
The Clerk reported that the Canal and River Trust had still not returned the Agreement properly signed.
The Parish Council noted the contents of a letter from Amanda Milling, MP, a copy of which was circulated at the meeting.
RESOLVED
That if the Agreement is not returned forthwith, the Clerk write again to the MP drawing her attention to the shortcomings of the Canal and River Trust.
- CHASE LINE
The Clerk circulated letters from West Midlands Railways [WMR] and Amanda Milling, MP.
RESOLVED
That the Clerk write again to the MP, drawing her attention to undertakings given to the Cannock Chase Rail Promotion Group by WMR which had not been honoured and pointing out that the Parish Council was not aware of anyone asking for the Chase Line extension to London.
- BRERETON AND RAVENHILL WAY
The Clerk reported that he had received the necessary documentation from the County Council for the Parish Council to make application to designate parts of the Brereton and Ravenhill Way as a public footpath and other parts as bridlepaths.
RESOLVED
That the Clerk liaise with the Chairman in completing the documentation.
- CIVIC SERVICE
The Chairman reported that the Civic Service would be held on Sunday, 27th October 2019, at 4.00 pm at St Michaels Church, followed by a reception in the Parish Hall.
- DOCUMENTATION
The Clerk tabled the following document for circulation to Members:-
- Staffordshire Pension Fund – Employer Focus 2019
- COMMUNITY INFRASTRUCTURE LEVY [CIL]
The Parish Council noted the contents of an email from the District Council on the CIL allocations process 2019. A copy of the email had been circulated.
Members noted that the Parish Hall and Property Management Committee would be meeting tomorrow evening to discuss bus shelters. The Parish Council concurred that in any contractual obligation on long-term maintenance, there must be a clause to permit replacement of the shelters.
- SARAH HOPKINS FOUNDATION
The Clerk reported that the Parish Council had been invited to appoint a Trustee to serve on this Charity in order to wind it up by dispersing the remaining funds of approximately £1,800.00. This money must be allocated for either Church of England religious instruction or other educational benefits.
RESOLVED
That Councillor TA Jones be appointed to serve as a Trustee on the Sarah Hopkins
Foundation Charity.
- CHERRY TREE ROAD
The Parish Council noted the contents of an email from a resident of Cherry Tree Road, drawing attention to the following:-
- the cutting back of cherry trees;
- parking on the footpath;
- litter in the vicinity of the library and Redbrook Hayes School.
RESOLVED
- That items [i] and [ii] be drawn to the attention of Mark Keeling, who would be attending the Parish Hall and Property Management Committee tomorrow evening.
- That Councillor P Fisher bring item [iii] to the attention of Environmental Health at the District Council.
- PERIODIC REVIEW OF CANNOCK CHASE DISTRICT COUNCIL BOUNDARIES
The Boundary Commission had informed Cannock Chase District Council to commence a Boundary Review.
The Parish Council expressed concern that the two Liberal Democrat Members had not been contacted appropriately as a Group.
RESOLVED
That if the matter is not satisfactorily resolved, the Clerk write in support of the two Members to the Managing Director of the District Council.
- RISK REPORT
The Clerk submitted the Annual Risk Report for consideration.
RESOLVED
That the Risk Report be approved and adopted as a working document.
- PLANNING COMMITTEE
RESOLVED
That the minutes of the Planning Committee held on 4th June 2019, be approved.
- PARISH HALL AND PROPERTY MANAGEMENT COMMITTEE
RESOLVED
That the minutes of the Parish Hall and Property Management Committee held on 5th June 2019, be approved.
- FINANCE AND MANAGEMENT COMMITTEE
RESOLVED
That the minutes of the Finance and Management Committee held on 5th June 2019,
be approved.
- DATE OF NEXT MEETING
The Parish Council had previously agreed that the next meeting would be held on 3rd September 2019, at 7.30 pm.
- PUBLIC FORUM
Members undertook to raise the question of bollards in Lodge Road with Mark Keeling who would be attending the meeting of the Parish Hall and Property Management Committee tomorrow evening.
